We held our 3rd meeting regarding Town Center Zoning. Our conclusion was that the simplest approach we to rezone the property for non-residential use only and that is what we asked staff to work on for discussion at a future council meeting. It is sad for me that we have had no resident input at these meeting. I imagine that the same drop in interest occurred after Toscana was approved. Yet that was the time to relook at zoning — not after a developer (e.g. Handcrafted Homes and the Blackstone project) filed for a conditional use permit.

- Lone Peak Public Safety / Police – Police Chief Brian “Clark Kent” Gwilliam
Chief Gwilliam reviewed the programs the department does for the local schools. These include NOVA (Nuturing Opportunity Values and Accountibility) which is given to 6th graders. It replaced the DARE program and was developed in Orem. It is well received by students and parents.
The department also a law enforcement familiarization class at Lone Peak. This a class the students enjoy. Students get work with with speed guns, interact with K-9 officers and their dogs … .

Request for Burial on Private Property – Susan Ledkins
. The Ledkins reside in Highland on a 2.5 acre plot of land. Highland code currently states that “It is unlawful to bury the body of any person within the city, except at sites designated and approved as cemeteries by the city.” Mr. Ledkins would like to be buried on his own land. Staff was directed to work on an ordinance that would allow this so that we can discuss this at the next council meeting. State Code does not forbid private cemeteries but simply states that cemeteries must be filed, recorded, and platted with Utah County Refer to agenda page 45. - MOTION: Authorization to Proceed with Construction - Dry Creek Phase 3 Trail. Staff received bids for from four firms for the construction project.

We unanimously approved Skip Dunn & Sons. I asked whether there would be an issue if the road base for the trail was put down in the fall and asphalt in the spring and motorized vehicles (eg. 4 wheelers) road on the trail in the winter. The public works staff did not feel that would be an issue as the road base would be compacted but they did agree to ensure that signs indicated the trail was not for motorized vehicles. Neighbors of course will need to report violations. See agenda page 52.
MAYOR, CITY COUNCIL & STAFF COMMUNICATION ITEMS
- Tim Irwin inquired as to the intersection of 11800 and the study. Staff indicated the report had been received and needed to be reviewed
- I asked about the status of a bid for the fence around the splash pad. Staff indicated we don’t have anything yet.
- Relative to motorized vehicles on trails. The Chief indicated that residents need to let them know when there are violations.
- We thanked Erin Wells for her work on the city’s Facebook page.
